The Situation and Task Faced by the Printing and Packaging Periodicals in the New Century--Speech at the Symposium on Printing and Packaging Periodical Businesses and Popular Science Forum

Today, it is of great significance for our comrades in the printing and packaging periodicals and comrades of the Popular Science Committee to gather together to share information, share experiences, and discuss the situation and tasks we face in the new century. At the end of recent years, everyone is very busy. The original plan was to hold this meeting in Quanzhou, Fujian Province. Since the timing changed to be held in Beijing, I hope everyone understands. Now, when it comes to the printing and packaging of journals, I will make a short speech to give you an introduction. I hope everyone can speak freely and strive to make this meeting lively and effective. Regarding popular science, Tian Shengli, deputy director of the China Press Association and director of the Education Popular Science Commission, spoke. Although the contents of the journals and science popularization are different, the goals are the same and can be said to be the same. Having a meeting together is rewarding to everyone. In the future, we will still adhere to the annual joint conference system of the two committees. Since last year's press conference held in Jinggangshan, Jiangxi Province, and the workshop for authors of scientific journals, it took approximately 1 year and 4 months for the printing and packaging professional journals to be gratifying. The main performances are as follows: First, the quality is obviously improved and the content is more abundant. Now whether we see it for ourselves, or reflect the readers and the industry, the quality of the article and the quality of its printing have obviously improved. Not only has the page number increased but the content has become more abundant. One is the increase in the content of new technologies, the second is an increase in the amount of information, the third is the more timely and accurate reporting of new things, and the fourth is a major, comprehensive, multi-faceted introduction to major events. The most prominent thing is that this year's DRUPA International Printing Exposition has been reported from different sides, which enables the industry to have a clear understanding of the current state of printing technology and the development trend of the future for a period of time. It will play an invaluable role in promoting the development of China's printing industry. This is where our glorious work in printing and packaging journals is. Second, there are significant social and economic benefits. From the perspective of social benefits, the overall response is very good. We are exposed to comrades working on other scientific journals in other industries. They have a good response to print and packaging professional journals, and the industry’s evaluation is relatively high. As mentioned above, the timely reporting of new technologies has increased the amount of information, and has served as a visual aid for decision makers and companies. In addition, research articles on the history of printing have also been published in a timely manner, which has played a beneficial role in the current dispute between China and South Korea on the right to invention of engraving and printing. In terms of science propaganda, although it is still unsatisfactory, it should be said that it has been strengthened more than in the past. Regarding the elimination of errors, the publications also paid more attention to them. Although we did not have statistics, the error rate showed a general downward trend. The phenomenon of “copying together articles is a journal” has been greatly reduced. In terms of economic efficiency, we can obviously feel that the advertising volume of major journals has shown a clear upward trend. Of course, development cannot be balanced. But the overall situation is very good. Such as "Printing Technology", "Printing Magazine", "Today's Printing", "China Packaging", "Guangdong Printing", "Printing World", "Screen Printing", "Chinese Printing", "Printed Materials in China", " Chinese and foreign printing and packaging etc. In particular, "Printing Technology" and "Printing Magazine" have a large amount of advertisements, not only in the printing industry, but also in national journals. From the HC360.com newspaper information network, of the 20O journals that were counted in September this year, "Printing Technology" had an advertising quota of 810,000 yuan, ranking 50th; and "Printing Magazine" had an advertising quota of 320,000 yuan, ranking 125th. Of course, this figure is not necessarily accurate, and it is calculated from the advertising price list. Even if it is hitting 20%, the quantity is also considerable. This shows that among the seven or eight thousand journals in the country, professional journals for printing and packaging are no longer a younger brother, but have grown to become important members of a large family of journals with certain strengths and influence. Third, the sense of market economy has been further enhanced and there is a potential for development. At present, from the publicly-published printing and packaging periodicals, great changes have taken place in comparison with previous years, and they have been able to be more than self-sufficient, even becoming large income earners in this unit. This shows that we have won the initiative from the planned economy to the market economy and laid the foundation for future development. The characteristic of a market economy is that the survival of the fittest means competition. If there is no competition, there will be no power, no energy, and it will not be able to develop rapidly. Of course, compared with the scale of our country's printing industry, the number of printed and packaged periodicals is still not many, and the basic conditions and development speeds are different. With the advent of the new century and with China’s accession to the WTO, with the acceleration of economic globalization, the publication of China’s sci-tech periodicals will certainly be more open and prosperous, and real competition will still be behind us. Competition and development complement each other, and competition is required to promote development. Comrades working in the printing and packaging journals must compete orderly and promote each other, contributing to the prosperity of China's printing and packaging periodical publishing work. This is the purpose of our annual business seminar. Several opinions on the situation and tasks of printing and packaging periodical publishing in the early years of the new century: The situation is the gradual improvement of the market economy, the opportunities and challenges brought by China's accession to the WTO, the further prosperity of the publication of sci-tech periodicals, and the fiercer competition. . The task, in macro terms, is to serve the three strategies, namely, the strategy of rejuvenating science and education, the strategy of sustainable development, and the strategy of developing the western region. From the microscopic point of view, it serves the modernization of the printing industry. Since the reform and opening up, China's printing industry has made great progress, which is obvious to all. Especially in terms of the informatization of Chinese characters and the prepress technology, it can be said that a technological revolution has taken place. However, compared with the international advanced level, there are still significant gaps. We can see our gap from this year's DRUPA printing expo. As an important medium for publicizing, introducing, promoting, and popularizing new technologies, equipment, materials, products, and new information for printing—printing and packaging periodicals, its responsibilities are very large and the work is very important. How to do? Or the four that were spoken at the Jinggangshan Conference last year: We must have a new starting point; we need to have a sense of advancement; we must base ourselves on our national conditions; we must meet the challenges of competition. In order to save time, I will not repeat them here. Here, there is an updated concept that is now a matter of innovation. Now our printing and packaging journals have undergone fundamental changes compared to previous years. In addition to adopting large-scale production and international standards, printing quality continues to increase, and the level of layout design has been a breakthrough. The biggest change has been the change in the past that focused on paying attention to subscriptions, paying more attention to the cost of giving journals, and ignoring the lack of A certain amount of circulation makes it difficult to obtain key issues of advertising effectiveness, which directly results in difficulty in expanding or even reducing the advertiser's major losses. The basic trend now is that the amount of gifts for each periodical is getting larger and larger. The purpose is to increase the effectiveness of advertisements with appropriate circulation, and ultimately achieve the purpose of increasing advertising revenue. This is the change of ideas. Practice has proven that it will not be good to keep print costs or increase revenue by raising prices. Concerning innovation, the content is very rich. From the viewpoint of changing concepts, it is a way to expand the influence of journals by greatly increasing the amount of gifts, and to increase the advertising revenue to form a virtuous circle. The premise is that there must be a certain amount of input; Double-page magazines and monthly publications have become relatively few monthly and bi-monthly pages, and speeding up the speed of information transmission is also a way. Others, such as using their own strengths, will strengthen their contacts and cooperation with large companies and large companies to create complementary advantages; hold various forms of seminars and seminars; and organize delegations to visit overseas if conditions permit (or actively create conditions). Exchange or co-publishing topics, album information, etc., can all be tried. In addition, it is also a wise choice to create (or use existing journals to gradually transform into) popular science journals that mainly focus on printing and scientific knowledge. At present, on the whole, there are only one publicly-issued publication in the 12 provinces, regions and cities in the western region of China - "Printing World", and "Western Printing" has not yet obtained the right of public distribution; the three northeastern provinces have a good industrial base. The power is also very strong. There have been a period of glory, but now there is no official journal published. Relatively speaking, the western and northeast regions are relatively weak in the publication of printing and packaging periodicals, and conditions should be created in an effort to improve them. The above opinion was put forward from the perspective of the China Press Association. It is inevitable that there will be one-sidedness and inappropriateness. Please ask for criticism. Here are a few questions that I hope will be discussed in the exchange. 1. About joining the China Journal Association. This was agreed at the Jinggangshan conference last year. After careful consideration of the meeting, he listened to the opinions of the relevant comrades and believed that it was better to maintain the status quo. Because the printing and packaging periodical professional committee is already a secondary institution of the China Association of India, and then joins the China Journal Association, it becomes a dual leader and is not conducive to the development of the work. However, in the business, we should strengthen the contact with the China Journal Association and strive for their guidance and assistance. 2. After the Jinggangshan meeting, some organizations proposed that we now have 50 or 60 public and internal professional publications. We should appropriately increase the number of vice chairmen, and we should increase the number of members and increase them. 3. About the advertising price standard. Compared with other sci-tech periodicals, the prices of printing and packaging periodicals are relatively low, which is related to historical reasons and is not the responsibility of any one person. What should we do now? It is also not wise to raise prices significantly. Can there be a lower limit, such as agreed cover, color inserts, black and white version of the lowest price, we consciously implement, in order to safeguard the interests of the industry.
