However, Yizhang County believes that the 787 and 1092 paper machines are not listed in the “Industrial Structure Adjustment Guidance Catalogue (2011)â€, and they have not eliminated these backward production capacity for a long time. In August 2017, the Hunan Provincial Economic and Information Technology Committee organized experts to evaluate the technical equipment level of papermaking enterprises in Yizhang County, and issued expert opinions to identify 21 papermaking enterprises in Yizhang County with small scale and backward technical equipment. 787 paper machine And the 1092 paper machine production line is backward production capacity and should be phased out. On-site inspection found that the sewage treatment facilities of these papermaking enterprises were generally rudimentary, and the main pollution control facilities were not operated. The aeration tanks and regulating pools were black and smelly, and the acid smell was tangy. The surrounding people reflected this strongly.
The third is temporary assault rectification. Until the organization of on-site inspection by the Ministry of Ecology and Environment in September 2018, Yizhang County issued the “Special Remediation Plan for Paper Production Enterprisesâ€, which launched a special rectification of 23 paper-making enterprises in the county, and the assault team after the inspection team entered Hunan. The small papermaking enterprises' 37 787 and 5 1092 paper machine production lines were centrally dismantled.
Third, the cause analysis
Cangzhou City's "Promoting Outdated Production Capacity and Excessive Capacity Market Exit Work Plan" does not meet the requirements of the State's "Industrial Structure Adjustment Guidance Catalogue (2011)", and the elimination of backward production capacity elimination standards and exit time limits are arbitrarily reduced.
